when cuppric sulfate is dissoved in water there is a lewis acid base interaction between cuppric ion acting as the acid and water acting as a base ,leading to aquated or solvated cuppric ion .Also there is a colour change from white to blue,as anhydrous cuppric sulfate is white and hydrated cuppric sulfate is blue.

CuSO4--->Cu++ + SO4--
near complete dissociation , copper sulfate being a strong electrolyte

CuSO4 is white solid. when it dissolve in water. blue color will be appear. that because CuSO4 will be surrounding with H2O. Formula will be changed to CuSO4.5H2O.
