As a country, it'd have to be US.
In addition to the many Disney parks in CA and FL, you've got Universal Studios and Islands of Adventure. Plus, you've got Knotts, Legoland, and several Six Flags parks with rides like Boulder Dash and Superman ROS.
Then you've got places like Cedar Point where adrenalin is its middle name.
Other countries have some fabulous parks (Tokyo Disneyland, Liseberg, Efteling, Alton Towers, Blackpool, Tivoli, Europa, etc) and in terms of top 20 parks in the world, no question, they're pretty well dispersed.
However, overall, US by far is the best!

CANADA.
2nd highest fastest roller coaster in the world is at Laronde in Montreal. Also, Wonderland is AMAZING. With some of the best rides in the world. And of course, the Edmonton mall with the amusement park in there.

US has Cedar Point, Six Flags Great Adventure, Knott's Berry Farm, Walt Disney World, Six Flags Great America, Six Flags Fiesta Texas, Kings Dominion, and much much more. Can't beat those parks!

I say USA and I'd go as far as to say Ohio is the best state for them, as they have Cedar Point, Kings Island, and Geauga Lake, all of which are owned by Cedarfair.
