Usually, for an operating budget the one who spends the money will prepare the budget. This is then collected by the person who manages the money to allocate the funding.

If it's for product that's being built then the team that is responsible for the design will generate the material and labor budget. Purchasing will then buy the material to the budget.

It all depends on the company and the owner's preference.
