It really depends on which school you want to change it to, but it's not impossible. For example, if the school that you want to change to is extremely competitive, then regardless of whether or not you attend the university it's still going to be hard.

Yes, unless the school into which you want to change is impacted. What that means is that some schools are very desirable and hard to get into. You can't get around that by saying you want to enter another school and then change once you get there. On the other hand, there is no trouble making a change into a school which is not impacted. If what you are concerned about is your ability to change your declared major, then yes, you can do that.

It totally depends on what school you're trying to get out of and also the school you're trying to get into. You can call admissions and ask about specific school changes...they will be more than happy to tell you.
