As there are per minute charges for using internet in normal internet connection, is there also a per minute charge for using broadband [other than the fixed monthly charges] ?

No, its just the month charge, nothing extra for amount of information you send and receive through the net. Some places may also charge for "renting" the DSL or cable modem but there are stores that carry those modems if they want to charge for "renting" it.

That is up to the company. Like satellite broadband gives you a data limit package and then you pay the overage each month. Same with a cell phone data card. Most of the big companies like AT&T do not have minute charges for the home user. If you were to create a radio station and start streaming or otherwise used way too much bandwidth they would bump you up to a business class and charge you more
