Because Ken is a toy, it would be inappropriate for young girls & because the clothes wouldn't fit properly.

The reason that Barbie has the proportions she has (although there are several different bodies now used for Barbie dolls) is because of the clothes. The original clothes for Barbie were made using real zippers, real buttons, etc. In order for them to fit properly, Barbie had to have a small waist & larger chest. She has high heel shaped feet because little girls like to wear their mom's shoes. I always did.

Would you want your 5 year old daughter playing with a Ken doll that had a "protruding stick" below his waist? I personally wouldn't. And I personally think the small waist and big boobs on Barbie is not a good thing for young children. Guess that is why my children do NOT play with Barbie's or Ken!

Oh my gosh, how ironic. I was watching I Love the 90's - 1997, and they were talking about Barbie, then they went to Ken and about how he does not have the certain male anatomy. LOL, I just saw this question on the bottom of another question! I laughed!

But to answer your question...Probably because you can undress them and they do not want kids asking about that at such a young age...
