Well, basically, it means to make it up as you go along. If you can't do something the right way, sometimes you have to improvise. Find another way to do it that's almost as good as the right way. It's not always the safest way LOL.

Improvise is making use of an item not intended for that use.
Once I did not have enough "thousand island" type dressing for the salad so I improvised (substituted) mayo, catsup and pickle relish mix and it was fantastic.
Once we ran out of napkins so we improvised our paper towels and it was just as good.
Hope this helps.
I guess another word is substitute to get the same end result.
