Try taking the pan to a car wash as this does sometimes work.
Tinfoil is aluminum and solder is lead ,tin and silver.
red devel lie should work to desolve the aluminum ,do this outside in a large tub that can be heated . heat the water and lie mixture and soak . the aluminum should bubble as it is breaking down. this does give off hydrogen gas so use caution.

We take rental stoves there quite often .

The car wash iis a good idea. Used to clean rentals too and sometimes for sellers of houses. Used put the stove in the back of a pickup, spray it down with oven cleaner and let work on the way to the car wash. The high pressure works great and if they have engine cleaner it will get the grease off better than oven cleaner.

Your oven shouldn't get this hot or, this wasn't regular tin foil, the melting point is so hot your oven would melt. You must have put something other then tin foil in it ?

Drano should do the trick, but that would be bad to get on the burner and should be avoided. You should contact the foil manufacturer and demand they make any/all repairs.
