Why don't we appreciate Owners/G.M."s more when they don't cater to the high salary demands of Agent's/Player

Actually, fans don't. They usually call such owners and general manager cheap and not willing to spend money in order to win.

The problem is that if your team won't spend money on players, someone else certainly will. So you'd better have a pretty good track record at developing talent if you want to keep up with the big boys in sports without a cap.
