Your "electrician" is probably an idiot fly by night guy.
I really have no idea where he got that. The only thing I can figure is he read the lettering on the insulation. Wiring like NM (Romex) has a 600V rms insulation rating. This means the insulation will withstand 600V, it doesn't mean that the wiring has 600V on it.
If your purifier had 600V on it it would have died a violent death and you would certainly have known it immediately. A 600V arc is not self extinguishing and you would have seen immediate and severe heat and arc flash damage.
The max you can get in a residence is 240V line to line and 120V line to neutral. These are nominal voltages and what you measure will vary but it sure won't be 600V.
Go get a meter, put it on this circuit and tell this guy he doesnt know what hes talking about.

All residential wiring is 120 volts.(USA) The most some one could have run to any outlet is 220, like that used for an air conditioner. No way 600 volts at an outlet. Where do you live? Get a REAL electrician.
Buy a $10 voltage checker at radio shack.

I've seen as low as 90 volts to 255 in house outlets.The norm is 110-220 or 120-240 Scheeshhhh.

Take a Volt meter and check the voltage of the plug. Make sure the dial is set for AC. It might be possible that it may have been wired for 240 volt by mistake.

depends on what country your in ?
if your in the USA, i doubt it , maby 60v, is the electrician licensed ? or just a wkend guy, sounds like he is blowing smoke,
plug a lamp into the outlet, see if it works,
could be just the purifier is bad,
