Not without your parents permission, no.

If they refuse then it is 'theoretically' possible to get a court to overrule them, but you'd need an absolutely iron-clad life threatening reason.

Depends I why you are trying to do it. If it is vanity, then probably not, but if it is for personal safety then I would imagine it is possible.
