Commercially it has the meaning. Have you ever seen this?
"Made AS Japan"
When product origin is falsely represented then such statements appear on the products regarding country of origin.
Made by Turkeys = It is made by Turks but does not mean that the product is made in Turkey. In fact made by Turks & Turks could make it in any part of the world.
Consider another Country of Origin marked as - Made as Japan. (Definitely, it is Not Made IN Japan).

i mistook "mode of Italy" for "made in Italy"... (it was a way to cheat the customer.) u may overlook the small difference coz u r concentrating on the name of the country... :)
