Note that some fish species will not appreciate strong currents and smaller fishes could be sucked by the filter inlet & get injured or killed (put a sponge cover there). If you have live plants in a freshwater tank, strong currents will agitate the water surface more & cause the CO2 to be lost faster, which will affect plant growth. For stronger currents, you could get a stronger pump, redirect your filter outlet or fix extensions to the outlet pipe to get more points of outflow.

You should get some current from your regular filter if it's the correct size for your tank. You want a filter to turn over at least 5-10 times the volume of the tank per hour. If you need stronger currents, or are looking to get rid of "dead areas" with little flow behind rocks or driftwood, a powerhead or small submersible filter could be added.

in simple terms upload somewhat water conditioner in case you do a 25% water substitute. Then placed a 25% dose in. a pair extra drops like that guy suggested is okay to do. It wont harm the fish. In a salt water tank, you put them in to increase your water movement.
I don't know that you would want that much movement in a freshwater tank, but you can hook them to undergravel filters.
