There is no correlation between being able to play the bass and being able to sing. Someone could be a great bass player without vocal chords and someone could be an amazing singer without hands. Of course that is extreme example but it gets the point across. Now you may look at your favorite bands (whatever they may be) and they might have good bass player/singers but that means nothing. There are bands with good bass singers, good lead guitar singers, plain good singers, good drummer singers, good piano singers etc... Just see who in your band has the most talent at singing and can bring the sound you want to your band...who knows maybe it is the bass player or maybe someone in the band has a great voice that just hasn't been heard yet.

It depends if they can sing or not. I play bass and I cannot sing, so I would say no, just pick the person on the band with the best vocals.
