Most providers today can supply DSL (digital subscriber line) with out you having a PHONE line. AT&T, Verizon, Speakeasy, has this as do most others. Just call and ask for a DSL only line. (They will assign a "number" to it but they will bring in a line with only dsl on it.) Just ask for a naked DSL line. Most markets do have them available. Like with all DSL lines, you do have to be within the distance limits for service.
I have two of them in one location for redundant backup!

dsl is a Direct Service Link, which requires a hardwire line. But for another highspeed web service you might try an AIR Card. they use the cellular phone network for broadband access

Yes. At&t does. You can call their hotline number to inquire about it.
