i.e. i need a new adapter for my laptop. and the one I'm getting has the same voltage as my current adapter...But the Amps are different. Does it matter or can I still use an adapter with different amps?

provided it's from same manufacturer & certified compatible, higher amps than original one is ok > not lower

i do not know how you arrived at the figure of 13.8 amps
& if that is indeed the rating on the original adapter,
and we are debating the amperes,
i would dare say > go right ahead and use one rated 13,800 amps
yes, thirteen thousand and eight hundred amperes
and your laptop is 100 % safe
mind you, i know what i am saying AND wish the same were true for you
note: it only means that the power device is stronger
laptop load is constant & will only draw the amps. it needs., nothing more
... hope i could make some sense to you
