I would think Seattle, a lot of rain there.

no- too much snow in NYC to be like London. You need someplace a little more rainy and overcast. Try Nashville, TN. Although when it rains here, it rains HARD, unlike the more drizzly rain in London. Also, the countryside in TN reminds me of the countryside in England- green and lush and beautiful.
