Santa is neither. Santa lives in a 'politically neutral zone' at the North Pole ... where he is the 'ruler' and Mrs. Santa and the elves are 'under his control' ... but he's so NICE that it's really more of a true democracy and even the REINDEER have votes!

Santa, being from the north pole, probably does not belong to either party and would not be able to vote anyway. His political views would probably be socialist because of his sharing and giving ways.
