I am quite sure that this cars has variable rate assistance for the power steering. this allows good road feel at speed by lowering the amount of assist. then at parking speed boosting the assist so manuvering the vehicle is effortless. the default should be the lowest assist to let the owner know there is a problem so he or she gets it in and repaired if it defaulted to full assist that would lead to unexpected handling at high speeds. or it could be a worn out spool valve in the steering rack or a bad pump or dirty/old fluid.

Luke V. had a good answer, but dont forget the basics first. A binding ball joint or tie rod end will cause the steering to feel stiff. If the wheel does not return to center as well as it should, check that first. A bent strut shaft can do the same thing.

I used to have a cadillac deville and the serpentine belt snapped off...it made the power steering really hard. check that.
