Chances are that if they had had sex one *second* later than the time they did, then a different sperm cell would have reached the egg first, and an entirely different human being would have resulted!
Basically, conception is an enormous roll of the dice. There are literally millions of different possible sperms that could be involved in the actual moment of fertilization (although, most likely, only a single egg cell ... assuming we're talking the same sex act).
So if you imagine going down to the market and buying a lottery ticket (asking for the "quick pick" so that the computer randomly picks your numbers for you) ... if you paused for a second more, and got another "quick pick" ... chances are you would get a different set of numbers.
It is the same with human conception. A second later, and a different sperm cell may have reached the egg first, resulting in a girl instead of a boy ... or brown eyes instead of green (or whatever color eyes you have) ... or your grandfather's natural born musical ability, instead of your grandmother's intinct for math ... etc.

I suspect very likely not. That you are you depended on a specific sperm reaching your mother's egg. Since there are millions of the little buggers, most likely an hour difference in time would have meant a different sperm would have been successful.
