I have a rodeo and i think something is wrong with the brakes. on dry or wet pavment i can slam on the brakes and it will come to a wuiet stop without and skidding or loss of traction. but on the snow when i hit the brake there is the most annoying buzzing sound, and the brake peddal vibrates. is this normal? is the abs at work or is it malfunctioning?

P.S brakes are new and I have good condition A/T tires.

That is your Anti Lock Brake System (ABS) coming on. It's normal and means that your ABS system is working.

Thats just the ABS system at work. The brakes are supposed to pulse 27 times a second when the ABS is engaged.

That sounds like normal ABS action in a slippery condition to me.
