So, what do you want to know exactly? Apartments and jobs can be found on craigslist, or just by going to a search engine and typing in "apartments".
Some older St. Louis buildings are being restored, such as the Paul Brown, St. Louis City Hospital (Georgian Condominiums), and some other older buildings downtown. There are also nice new developments cropping up.
stltoday.com has listings for jobs, apartments, and cars. You can also find cars in the St. Louis on sites such as AutoTrader.
Good luck in everything. If you're not sure about the safety of an area (although most areas are safe), you could ask here, or city-data. Some sites could also possibly help you. Basically, if an area doesn't look safe I wouldn't risk it.
Downtown may be more expensive than the areas around it. I'm sure you can find something that meets that your needs.

For jobs check out STL today work or all the regular sites such as Monster, Career Builder or hot Jobs. for apartments you can check the local classified in the Post Dispatch or look on Craigs List. My suggestion would be to find the job first and then look for an apartment convenient to your job. With our Highway 40/64 closing for a year in January there will be tremendous gridlock on the other highways and roads so you will want to live as close to work as possible.

stltoday.com is a good start. My advice, don't move to the city - move to one of the surronding towns like Maryland Heights, Overland, Creve Coeur, or St. Charles.
