Antonio Cromartie will be the best CB in a year or two, but based on resume alone it probably is Champ Bailey right now.

Bailey is in a class of his own. He RARELY makes mistakes and yes he does get burned on rare occassions, but heck nobody is perfect (except for deion sanders in his prime, there's a reason why deion rarely needed to make an open field tackle).
Samuals makes mistakes, but he can come back from them and still make the big play. He is without a doubt the fastest corner I've ever seen, outside of deion sanders.

Antonio Cromartie for sure. He's playing like a future hall of famer this season. Aside from LT, he's made the largest impact on the Bolts this season.
