Always.
It actually makes me angry when they get mistreated.
I've stood up for a few this past few years.
I've always wanted to try being a waitress but I was always afraid of getting yelled at and making mistakes. I actually admire them because its a thankless job.
Here in Northern Virginia/Washington D.C. most of the wait staff are college kids going some really great schools.
Soooooooooooo...I talk to much.

Yes, because was once wait staff myself.
I always tip 20% or more regardless of service. Period!
I have never received "bad service", but have been dissappointed on occasion with speed, meal, ambiance, etc,, But most issues are usually not the servers fault. Additionally, they usually have to tip out support staff as well.

Always, but if they suck then I have no problems reducing or eliminating my customary 18% tip. I won't blame bad food on them, but bad service? Oh yes.
