If you can't get it to stop, just lay a washcloth in the sink and it won't make that dripping noise, or cut the water off outside, remove the tap, and replace the ring washer in the spicket, replace the tap, and turn the water back on. Simple fix.

you need new washers.
just go to the hardware store and buy a washer kit. they come with a liberal assortment of washers. turn off the water supply to the faucet. remove the handle for the hot/cold whichever temp is dripping. the top usually pups off of the knob with a flat screwdriver. remove the knob there is usually a phillips head screw inside the shaft that the knob screws into. sometimes there is a nut on the top of th shaft that has to be removed. remove that and pull the guts out. at the end there is another screw with a black rubber washer. remove and replace the washer and reassemble. some faucet assemblies are washerless. they are usually pretty cheap. i just replace the whole assembly then.

Tough to say. There are so many diff faucets with cartridges, o-rings, washer, seals etc. etc. Best bet is to figure out the manufacturers name and go to a plumbing supply store for advice.

Sounds like you need to take it apart and replace the seal, a rubber round thing that goes around the tap handle... yours is probably dried out and cracked or something.
