I can't speak for them all, but at Santa Monica College, which is my local community college, the rate for those with F1 visas is $185/unit (multiply that by 30 for a year's tuition) and $158/unit for non-domestic residents. Tuition for local students is $20/unit. Compare that to other universities, which can start around $9,000 for international students and may be as high as $40,000/year.

It depends on the state and the college. In general you save on tuition, fees, and room and board at community college. Go to colleges websites and see the catalog. They should list the tuition and fees rate. Then you will know for sure. Community colleges usually have lesser admission standards which makes you more likely to qualify for honors programs and scholarships.

Maybe nothing. You would have to pick out a CC and find out the tuition. Then pick out a college you want to attend after community college. The big, expensive rub is that colleges don't always accept credits from community colleges. You would have to find out from both institutions if your credits are fully transferable.
