Oh my goodness! I have discovered the best ever cure recently and it has never failed me. I can't believe that in 27 answers, no-one has mentioned it!!!!!
My cure is a teaspoon of vinegar. Use Balsamic if you don't like the taste.
I would love to know how this works but I don't, I just know that it does (if that makes sense).
Every time I get the hiccups, I just go and take a spoonfull of vinegar and they stop instantly.
Water and holding your breath work too but only sporadically. Vinegar works (for me) every single time.
Try it. You'll see.

I'm with the water cure.
Raising carbon dioxide levels in your blood can help, but I don't think there's a safe way to do that.

The teaspoon of sugar followed by drinking a glass of water upside down works pretty well for me.
As far as those hardcore people who have been hiccuping for years, I'm dying to see if Chiropractic can help them! I think it very likely could. Come to me if you're one of those and I'll do it for free!

All these solutions are good.
There is an emergency solution that I use every time when nothing else will work.
Exercise really really hard. Go outside or on a treadmill and run as fast as you can for as long as you can. You will not have hiccups any more.

This is method that you can use on another person, not on yourself. It sounds silly but it works ! so you must ask the person who has hiccup:
- What did you eat for breakfast today?
then ask detailed questions, then go to breakfast yesterday and ask them few more questions.
This is providing distraction and the person's hiccups will stop. It works like magic but I think you must try it to believe it:)

Look inside, feel inside, and try to spot the next hiccup arriving, if you concentrate for a little while, it will never happen and you will be cured.

This really works,..... EVERYTIME.. even for my children! Get a glass of water and a straw, put your fingers in your ears and block the sound out, then drink slowly from the straw, I swear to God it works a treat!
