I need to put the spring tensioner back on and can't compress the spring to fit it back on.

the spring tensioner for the serpentine belt on the engine has a nut or a square hole, use a cresent wrench if you use the nut, or a ratchet will fit in the square hole and pull or push to take tension off, sometimes a cheater pipe helps to hold it until the belt is off or on completely.

If you're speaking of the tensioner for the serpentine belt any auto parts store and Sears has a simple kit (long bar with a 3/8 drive and metric sockets) which easily twist the tension off so you can change the belt.
