It depends on whether there is an easement for the gas line or not. Most utility lines have easements. If there is no easement then the utility is trespassing on your property. You would need to do a title search to determine whether or not the utility is trespassing.

Sorry, no...this is the old double standard by the City.
As is a sidewalk. Its the cities sidewalk, and it is called an "easement" that they have claimed the right to run on your property, but you are responsible to shovel the snow off it and keep it reasonably maintenanced or you could be sued if someone slips, falls and sustains injury.
Same applies to power lines, water lines , etc....pretty much all services related items.

Not normally. The utility company has a utility easement through your property for that line and they own it. They also have access to it. If you put a building or landscaping on top of it, they have the right to tear down your building and dig up your landscaping to get to their line.
