using my washer and/or dryer how do I shrink an oversized jacket that is 80% cotton and 20% polyester. oh and it's pre-shrunk will it be possible?

If it's already pre-shrunk it may not work. But try washing it in hot water and then drying in a hot dryer a couple of times It's mostly cotton, so it might keep shrinking. but the hot water may fade the colour, so you might gain shrinkage but lose colour.

Cotton-polyester fabrics don't shrink from my experience. The only part of your garment that might shrink is the cotton fabric which is part of the zipper itself (if jacket has a zipper) but having a puckered zipper is not desirable..

Would be better to take it to a tailor (some drycleaning establishments have tailors) and see how much they would charge for an adjustment that would make jacket fit better.

hot water & hot dryer might shrink it a little more. Or you could eat a lot of hot dogs & gain weight.

wash in hot water and dry on the highest setting they should shrink.
