I think bush senior describe his action best, " You break it, you own it" Why did Bush senior not invade after winning the gulf war ? Saddam was defenseless.
Clinton DID drop more than 2000 tomahawk missiles into Iraq which made him to comply to the U.N. WMD inspections. Mission accomplished -- Policy of Containment.

Liberals actually believe Bill Clinton was the greatest President ever? Wow, I know many liberals and not one of them would agree with that statement. Where do you get this crap anyway? Do you know that Clinton did not use cowboy diplomacy? He warned Bush about Saddam and also about Bin Laden. Bush ignored the warnings about Bin Laden, how convenient, and had intended to go after Saddam prior to 2000. Bush Sr. told his son that we had made Saddam virtually powerless but did junior listen? Nope. The arrogance of that spoiled brat caused him not to listen to his father who was President during the first Gulf War and he knew what was going on in Iraq. Bush 41 also warned Bush 43 not to go after Saddam but, again the brat wouldn't listen to pappa.
Saddam, evil that he was, kept a certain level of stability in the region. Now we have a huge mess because of the instability WE created by taking out Saddam. Clinton knew this and so did Bush 41. Pay attention and you will know such things.

Well for one I don't think he was the greatest president ever, he was a perjurist after all.
But could you kindly explain why Kim Jong Il is still in power? He didn't have WMD when Clinton was around, and now he does. So why not invade North Korea and liberate the Korean people? Could it be because there's no oil there and the war would be absurdly costly and need a draft to fund? Surely not...

I have not talked to a liberal who thought that Bill Clinton was the best president ever, in fact most consider him a good moderate president. Most liberals think that FDR was the best president ever(which I disagree with).

Your question begins with a false premise. Liberals don't consider Clinton the greatest president ever.
Invading a country for having biological and chemical weapons was not US policy. George H. W. Bush certainly didn't do it, and it was very clear that Saddam had these weapons in 1991 because he had recently gassed Kurds and Shiites.
After Bill Clinton made the statements, he ensured that Saddam was under control. Clinton stepped up the aerial surveillance of Iraq and strictly enforced the trade embargoes and no fly zones.
There were plenty of reasons for Clinton NOT to invade Iraq, including the fact that it is not the duty or the right of the US to remove "mad men" from power unless they attack or threaten the United States. Last but not least, look how well George W. Bush's war of choice against Iraq has gone. It has spawned hundred of thousands of terrorists, cost thousands of lives and what do we have to show? A 1.6 trillion dollar war debt, a depleted military, and open ended commitment to babysit a civil war and the enmity of the most of the world.
