How do I make a giant bobbling head? (bobblehead)?

I'm trying to make a giant bobble head...but just the head. You can buy mannequin heads online, made from foam and/or other substances, and I'm thinking that might be a start, but I want to be able to turn it something that I can kind of ventriloquize like a dummy.

Again, I'm thinking kind of one of those cyrogenically frozen heads like in the TV show Futurama, but with a jaw that can open and close on demand. I also need to be able to dress it up to make it look like Abraham Lincoln. Any ideas?

here's a book of puppet patterns that might work for you. You could re-draw the head pattern if you need it to look more like a person.
