Not just this year , but franchise history. Like year for year which team just has never done anything. I think its the Arizona Cardnals , L.A. Clippers and , Devilrays or Nationals / Expos. Anyone disagree?

I agree about the Cards, Clippers and D'Rays.

Not about the Expos, they were the perfect example of a small market team. When they were having one of the best seasons ever, the season was cut and the World Series called.

Their 2002 and 2003 seasons were not bad at all, and in 2004 MLB did everything so they lose.

Yeah clearly the Devil Rays are the worst in MLB, the Pirates may have a longer losing seasons streak but only because the Devil Rays haven't been playing long enough. Tampa Bay has done NOTHING in the short time it has been around, far less then the Pirates who have a past.
Cardinals is a questionable choice, too many teams are up there on that one. I would probably name the Saints though. Have to go with a Franchise of failure, they even fail on the rare occasion they make the playoffs.

i agree with you except i would maybe say detroit in the NFL.
