trying to intersept tax refund from dead beat dad

Is the mother on welfare or any type of public assistance? If so, the local government will intercept the funds themselves...that is, if you have identified the father in the paperwork...

Canada doesn't have an IRS. CRA administers the income taxes in Canada. Here, you can have tax refunds held and applied through the Family Responsibility Office. This is done through a Court ordered garnishment. Department of Justice works with CRA to set-off the refunds, and they liaise with the Family Responsibility Office as well.

are you in Canada and the dead beat father is in the US? Is that the issue here.

Child support is much more complicated in the US than in Canada.
