You really are overreacting. hes a TODDLER you cannot expect him to listen to you all the time. Everything is a toy to a 1 1/2 year old. Am I saying let him get away with it? No, but you are going overboard. Explain to him in a way he can understand that he shouldn't touch those and then keep them out of reach from him. If you want to keep them out of the kitchen, then put up a baby gate or watch them at all times. They are still toddlers, they wont do what they are supposed to do all the time. They are still learning. You can take away a few toys but not all of them to the point they will not have anything to play with other then things they are not supposed to play with. You can teach them what toys are and what aren't, but you wont teach them that by taking away all of their toys when they make one mistake. "Otherwise they're doing the adult version of a man cheating on his wife with another woman or someone stealing property" - You are an adult, you should know better then to do any of these thigns or you will go to jail/have a relationship you want to last end. Your kids are still toddlers, they wont understand fully for a few more years. You can teach them by leaving "less valuable" valuables in reach when they are a bit older when they can understand more of what you want. You cant expect to give a toddler (yet alont a 1 1/2 year old) to follow directions 100% of the time. Sometimes they just dont understand what it is that you are trying to explain to them. you can teach them not to do something while not going overboard. "But most of all--if they're going to ransack everything in the house anyway, why bother with having toys to start with?" - Also, they should have toys just so they can have somethign to do other than ransack everything in the house. They wont fully understand what is a toy and what isnt at this age, the only thing you can do is to teach them what is and what isnt a toy __slowly__ and in a way they can understand. If they dont have toys for you to teach them what is and what isnt a toy, then you wont be able to teach them what is and isnt a toy.

One year I asked my mom what she wanted for Christmas, she said handcuffs, she may have been joking but I still went out and bought her a pair of red furry handcuffs and gave it to her at my grandparents house...I think she was a little embarrassed. My grandmother thought it was hilarious.
