seriously.
i am a 34D. I understand the question because it happens to me every time i go to a family gathering (my uncle was drunk and he said, "sorry, i cant stop from looking at your chest).
he is inappropriate!
what you are doing is somewhat common.
but you know what? she chooses to wear a tight shirt.
i even check out girls/woman's chest when i am talking to them.
you cant help it because they are big and right there in front of you.
plus i am 5 foot 1 and they are usually straight in front of my face.
its weird but it is natural. like a car accident on the side of the highway. you cant help but slow down and stare.
hopefully, she is not wearing a tight shirt. :)
if she is my age (26) she might be used to it. i am a very open person, and realize its common for any guy, even my cousin. in fact, it happened yesterday, we notice but just get used to it, unfortunately.
God wired men that way.
and you know what? i stare at my doctors "area" often. i feel embarrassed, he probably noticed, but we were both embarrassed. but guys are different, he probably liked it. who knows?
dont worry, i bet the rest of your family are doing the same thing. choose a convo that you are really interested in. make sure she gets drunk. haha.

It's leagl in some states to have "relations" with a first cousin. Check with local authorities before peepin' out your cousin's tatas. If it's legal in your state then you have nothing to feel guilty about. You'd be obeying the laws of nature !
