It depends where you live. If you live in a continental climate (Canada) then December is more likely to be snowier than March because of the shorter days. The continent cools off quickly around November and stays cold because of the weak and limited sun. However if you live in a maritime climate (UK), you get your coldest weather in late winter (Feb-March) because at this time of year the sea is colder than it was in December, the winds that bring the snow travel to the UK over the sea and cool down more because of the colder water.

If you live in the U.S. just east of the Rocky Mountains, then it is a result of the prevailing winds. For most of the winter they blow eastward, and descend down the east slopes of the mountains, which acts to dry out the air and limit precipitation. In the springtimes the surface winds tend to blow more from the east, which brings in more moisture which is subsequently lifted up the mountains, enhancing snowfall if temperatures are cold enough.
Another more general reason is that the air is colder in December than in March. The colder air does not hold as much moisture, thus less snow is produced.

We get snow from October to April here , come to Minnesota and you will see all the snow you could want.

march is more in the season of winter, and december is barely in winter, and hasnt really had the chance to cool off
