For the most part, yes on public property it is. You could still do it, but its not recommended because you could get in trouble with law enforcement. And i dont recommend you do it.

It is illegal to skateboard while skateboarding. You could be done for skating while distracted. I'm being pedantic, I know...

I am not sure whether or not it is illegal but you could cause yourself a serious problem if you hit someone and they sued you for injury. If you knocked someone over and they banged their head on the pavement it could even kill them. You could be paying for life.

no but if you skate on private land or grind or go on some things you can get done for defacing property
