It depends on what you plan to do with the tool being made, you may need a header, a lathe, a mill, a press, a broach, an evtruder, a smelter, molds, a shear, a brake, a square, a tape measure, a hammer and forge, a saw, a chisel, a grinder, a pocket knife, screwdrivers, allen wrenches, a welder with accessories, a planer, a set of wrenches, a socket set, a torque wrench, a forklift, a cutting torch with brazing and heating tips, a drill, or a combination of some or all of these and others. So what kind of tool are you making?

The first tool you need is a creative mind.
Minimally you need something to measure with and mark with.
Many years ago I was told that the only tool that could reproduce itself is a metal turning lathe. The size it could reproduce would be much smaller however.

That would depend on the type of tool you are making. If you are making a metal too; you'll need a chisel, a fire, a hammer, etc....
