500 into 313.000 6 times
500 x 6=3000
130 remainder
500 into 1300= 2
500 x 2=1000
= 300 remainder
500 into 3000= 6 times
500 x6=3000
thus 313/500 =62.6% or 62 3/5%

100% means the whole "thing" 313/500 is a fraction therefore it is less then 100%
Divide thus: 313/500 = 0.626000000 which really means almost 63%. More correct is 62.6%. Think of a dollar having 100 pennies. 1 penny is one %. 75 cents = 75%. We use 100 as the rule and end up with a decimal. I know this sounds confusing, but I think the examples will help.

the word percentage is a way of expressing a number as a fraction of 100 (per cent meaning "per hundred") A way to remember is that there are 100 cents in a dollar.
a whole amount represents 100%. For example an orange is 100%, and half an orange is 50%.
also 100 cents represents 100% of a dollar. If you have more than a whole the bigger number will be on top of your sum.
if you have less than a whole, the smaller number will be on top of the sum.
in your question, you have 313 parts of the whole 500. so the smaller number is divided by the whole 500 to give 0.626.
this value is a fraction and we must multiply by 100 to get the percentage value.
thus we get to your 62.6 %
