You can get a domain with Freewebs.com. If you plan on going all-out with HTML and such, I don't recommend Geocities. It's good for starters, but there are some boundaries. You might also want to check out Bravenet.com.

If you would like to make a free website, I'd suggest that you try out Freewebs.com, like said before.
They have a sitebuilder and also, I believe they give you the option to upload any HTML files.
However, I don't believe that they offer FTP.
If you would like a way to upload your website to a server without any ads or the like, then you may want to try http://FreeHostia.com.
If you choose FreeHostia.com, then I believe you also get FTP access to upload your website.
They also have a script installer.
