gathering secret data from other countries.....sabotaging equipments....... infiltrating organizations (does not use very high tech tools that are out of this world) and less fighting.........because they must only rely on stealth

They find the enemy's secret information and pass it along to their masters. They work hard at not being noticed by anyone or standing out from the others. That would make them more likely to be vetted and caught.
They may sabotage processes or equipment or lines of study, but technically that makes them a saboteur. Most spies don't like doing that, because it increases their chances of being caught. It also puts them in a higher tax bracket, which really makes them mad.
