Unscrew the top of the carburetor and remove the throttle slide (the throttle cable, carb top, spring, slide and needle will come out, all attached to each other).
Remove the cable from the slide (pull the spring up and you'll see how to do that).
Insert the cable through a couple of nuts (as in nuts and bolts) and reattach the cable to the slide (don't forget the spring).
Then put the slide back in and screw on the top.
The nuts will prevent the slide from lifting all the way.
When your daughter is ready for more speed, remove one of the nuts.

loosening the mounting screws makes this easier but you can look under the throttle housing on the handle bar and you should see a hole (I am presuming this because you stated that she wants to pin the throttle) there should be a screw and jam nut there turned all the way in the bike will only rev up just enough allow for a very slow ride. the further out the faster the bike will go. If the screw and nut are there just run the screw in. till the bike is slow enough for you to feel that she is safe. If I may add this...girls learn to ride very differently than boys......the bad news is that girls tend to gain confidence more slowly (at least mine did) the good news is that even after a bad crash they do not tend to back slide at all( once again mine did)

Most of these bikes have a screw to restrict the throttle right under the brake handle. If there is no screw there, and just a hole, put a screw in there (do not force it in, it is threaded). If that doesn't work, Guardrail Jim is right about the nuts on the cable.

Remove the exhaust, there is a washer welded in the port end of the pipe, if the exit hole is reduced is size, it will reduce the power produced.

My suggestion...let her ride it the way it is....with the proper gear on she will be fine and learn respect for the bike and its power. She may dump it over or slide off the seat.....she will never learn if you reduce the power. My youngest now 12, learned on a stock XR50 when he was 6. He took one dump off the bike...got back on and has been riding ever since. He is now on a '05 Suzuki RM100 2-stroke...trust me she will be fine and happy riding!!!
