I don't know the extend of your business & total staff you have employed for the various job concerning your export-import business. Secondly, how much the you & your staff require the facilities of internet for the propagation of this business. As we all know the facility of internet has enhanced the communication & interrelation with the business parties, but it is not so that when this faculty was not available or was not so popular in India, the business of export & import was not done by people from India. The various transactions required for export & import, like letter of credit, insurance documents, transport/shipment documents, invoice, bill of exchange etc were being sent or received by other modes too. Now not only these transactions but even the other transactions with the custom department including payment of import duty, etc is being conducted by online facilties,hence internet faculties are being employed by business houses involved in export & import. In your case this facility which you have provided in your office to facilitate your business is being misused by your employees. Either you block all those sites which these employees browse for their own benefits or restrict the use of internet from your office, where you sit & assign job for conducting the usual business transactions from there only to particular senior & mature employees whom you trust the most. Now I know that in every office all bosses do have certain employees on whom they trust the most & can rely for any sort of business transactions & decision. You too be having some one like that on whom you can rely for all such jobs so ask him only to do all sort of net browsing & transactions, where as other employees can be assigned other jobs which don't require net browsing & its use. The other way is to employee some senior manager to conduct all such job for you & keep an eye on these other employees in your absence. A proper disciple is required in all offices & such personal works during office hours are prohibited even in various Multi National Companies through out India, such as use of personal cell phones, or personal net surfing etc & if you ban these in your organization there is nothing wrong, at least you pay salary for those 8 to 10 hours job for which you employee these people & hence you can control them during those hours of employment with you. I do agree that in Management, the both formal & informal relationship are necessary between both the employer & employee, but during keeping good formal & informal relationship, the office discipline cannot be ignored, the concept of carrot & stick has to be applied in all organisations,this basis principle of management cannot be ignored for proper working of the organization.

There are many solutions to this problem. You can apply any of the following:
1. Block the site (though I don't recomend this).
2. The workers should be talked to and asked what exactly they don't like about their job that they want to change. There should be a feedback form where they can freeely express their views. Their harmony and happiness should be your first priority.
3. It is human nature to shift to greener pastures so they do want to get jobs in bigger firms. Do not discourage them from this. Rather encourage them to put in their best while they are with you. The reference letter that you give when they leave their jobs is very significant. Explain this to them.
4. As Taylor's principles of management say, the emplooyes should be given sufficient remuneration, even if that means cutting down on your profits. It is a proven fact that highly paid emplooyes work much better and the efficiency of the business increases. Apart from this, the emplooyes should be given things "that money can't buy." This means giving them an off on their birthday, Giving them cards on their children's birthday, organising small picnics, giving them surprises lunchs, giving them and their families passes to a movie, etc. This makes it tougher for them to leave.
4. Bring in a personal touch and some informality into your organisation.
5. Be friendly iwth your workers and still if they want to leave the job, it is the best for the firm, because they were not worth it.

Black the sites.....You dont want them to goto ..or simply give them access to the sites you want them to goto..
Give them a warning....
if they dont listen....fire them...before they resign
