Depends on what kind of movement it is. If the player was lined up on the line of scrimmage and they moved, it is a false start. Unless the formation shifts and someone else comes up to the line to cover for them. There must be at least seven guys lined up on the line at the snap of the ball.
If a player goes into the motion, then they must set their feet before another player goes into motion or it is an illegal procedure/shift. You see this a lot of times with Peyton Manning, but without the penalties. His team has managed to figure out how to shift formations based on the defense without drawing penalties. When they first started out, they did get a lot of penalties for it because their inexperience. Also, look at the Detroit Lions and Washington Redskins. Their offenses perform a lot of shifts and they are not as experienced in them so they pick up a lot of penalties for illegal formations and procedures.
Now if the player that jumps first is on defense, then it is encroachment. That means that the defensive player was lined up in the "neutral zone" or the yard line where the ball is, when the ball was snapped. Then there is encroachment of the defense where the defender is unabated to the QB. That means that the defensive player jumped so far off sides that he was past the offensive line and almost at the QB. For this, the ball doesn't have to be snapped.

There is another related penalty for having 2 players move at once. Players outside the tackles, backs and yes even quarterbacks can go in motion and move before the snap however you cannot have 2 players move, only one. I believe that called Illegal motion.

its a false start. if it happens the play is dead, its a 5 yard penalty on the offense from scrimmage no matter what happens after the snap. it can not be declined.
