In theory, yes, that's true. Most people are immediately unconscious from the shock, pain and blood loss, but it's possible that consciousness could linger for a few seconds. You couldn't speak, though -- like someone above said, no voicebox means no speech.
There are legends that both Marie Antoinette and Mary Queen of Scots, after their executions, both blinked and their mouths moved when the executioners held up their heads.

you so couldn't speak, could move your mouth, but couldn't make an sound as you wouldn't be able to pass air from your through your vocal chords.
If you cut the head of a rat it keeps squeeling for a few seconds, but just does the action and makes no sound.

We once watched a film on that and this womans head was all the way off and her eyes starting rolling and giving evil glares to the man who killed her and then her head was nodding !!
