An Act is a bill that was presented in a State legislative home/Parliament of India, passed by both the houses of the State legislature or Parliament, sent for accent of the State Governor or the President of India, and then it becomes an Act. Whereas ordinance is a legal order or law made by the State Government or the Union Government when the Legislature or Parliament is not in session, this a temporary arrangement made by the said government with regard to such a law & its implementation in the State or the whole of the country as the case may be. Such ordinance is legal & can be implemented for the time being, but it has to be passed by the State legislature or the parliament within six months & made as a proper Act.

The government promulgates an ordinance when the parliament in session depending on the urgency of the issue. It is an administrative decision of the government.

Once the bill placed before the parliament or the ordinance is passed by the parliament it becomes a Law or act.

Period of the ordinance is limited depending upon the country. It is six months in India. It has to be adopted by the parliament before six months. Then it becomes act otherwise it will be treated as cancelled.

An Ordinance is made by the Govt in the case of an immediate necessity of law, and when it has no time in hand to wait, till the Law is framed by it completing all necessary formalities. The Ordinance is valid for a max period of 6 months by which time the " Law " has to be formulated by completing formalities in both houses of Parliament and also Presidencial accent etc. The "Law" after such formulation is called an " Act ".

An "Act" is procedurarlly adopted and duly assented by the head of the state/nation and is placed on the statute as a permanent law.
Ordinance is a temporary law, promulgated by the President or Governor, when the legilature is not in session,It has to be ratified by the legislature within six months.
