Is it safe for me to keep my home (living room, kitchen, bedrooms etc) at outdoor temperature for around 3-4 weeks?
When outdoor temperatures occasionally reach -20ºC / -4ºF, but on average in January range 5ºC / 41ºF?

No, absolutely not. You will have burst water pipes in the walls and cracked toilets from water frozen inside.
You would have to treat the whole house as if it were a vacation home in the mountains or an RV being parked for winter storage: Drain all pipes and turn off the water supply, add antifreeze or drain toilet facilities, and other things that will mentioned on "winterizing your RV" searches.
You will also have to protect or remove all bottled and canned liquids in glass or metal containers (plastic may survive) as they will bulge or break on freezing. That includes food, beverages, condiments, makeup, etc.

when it is in the 60s it should be safe to keep your house at outdoor temperature

actually no...someof your appliances might get rusty or will be damage
