pls send me a proper positioning of the NEOs and libration points of earth-moon system. are neos closer to earth than the low-earth-orbit or are they farther. is it feasible to propose vehicles travelling on hypersonic speeds for the transport of people into outer space?and how much time will it really take to reach near NEOs at hypersonic speeds.
pls search for it and reply. i'll be really thankful to one who will answer this question and solve my problem. i know its challenging but pls!

Don't have time to do the rest. Hypersonic means faster than sound. That's a crawl compared with the speed needed to get anywhere beyond orbiting altitude.

Hypersonic speeds? LOL. You need much more than that to even start orbiting the earth, let alone escape earth's G-field. As for the rest, if we can search for it, so can you.

This seems like someone's doctoral thesis in aerospace engineering. I seriously doubt anyone is going to give you one for free.
