It's still debated if the Dark Seekers (the infected) would have the dexterity to set such a trap, even if they had the intelligence, which they probably did. However, a fair compromise would be, that Robert set the trap, and the Dark Seekers baited it (with 'Fred'), during the night, as it Robert was so focused on Fred, he forgot about his own trap. Or, perhaps the Dark Seekers set it themselves after studying Robert's earlier trap, eitherway, they were the ones who moved 'Fred'.
The head Dark Seeker is credited as the 'Dark Seeker Alpha', he's seen a lot. First trying to rescue the female Dark Seeker Robert catches (presumably his mate or daughter), again at the trap (with the dogs), once more leading the charge against a suicidal Robert, and finally in the basement, trying to save said female, and kill Robert, by himself.

Yep, the zombies moved him. Remember the one sorta honcho zombie, the one who had two dogs that he let go after Neville cut himself down and was nearly to his SUV? In the book, there's a main zombie (actually a vampire) who was not retarded, even though he was infected. In the movie, he doesn't quite get a name, but you can tell he's not brain-damaged, though a bit intensely focussed seems an understatement.
This moving Fred involved a couple of things- someone had to *see* Neville out during the day (at the video store) and someone else had to decide that if they moved Fred, that would lure Neville into going close to him, stepping into the same trap that he used to catch that female zombie- a car pulling on two pulleys with a cable loop.
The zombies might not be rocket scientists, but they sure aren't brain-dead, either.
If you liked the movie, try the book. Lots of differences, but a good read, indeed.

the infected people moved fred. they set a trap for will smith.. and it worked.

ya the dark stalker things moved it and set one a trap for neville, just like he set one up for them
i wondered that too at first... still didnt like the movie that much
